Course Descriptions

HAC111 Understanding Accounting Information
This course is designed for students that wish to major in the Accounting discipline or any other discipline. The course will cover the basic knowledge of accounting both on practical and theoretical issues. On the completion of this course, a student should have an understanding on the analyzing of basic accounting information, financial statements and be able to prepare financial statements.

Prerequisite(s): Basic Accounting background

HAC112 Introduction to Accounting
This course is designed for students that wish to major or minor in Accounting. The course will prepare the students for second year courses in Accounting. The course will enhance the knowledge students learnt from HAC111 and it comprise of Financial Accounting and Management Accounting practical and theoretical components.

Prerequisite(s): HAC111 Understanding Accounting Information

HAC211 Financial Accounting
This course is designed to extend the Financial Accounting knowledge that students have
learnt from 100 level accounting papers. The course will cover an in-depth analysis of the issues in relation to Partnerships, Companies, Trusts, Not for profit organizations, Cash flow statements and the interpretations of financial statements.

Prerequisite(s): HAC112 Introduction to Accounting
OR COB111 Introductory Accounting

HAC212 Costs and Management Accounting
This course is an extension of the basic management accounting knowledge that students learnt from HAC112. This course focuses on how cost information will be used for management decisions. The course emphasizes on the issues of planning and controlling, such as budgeting and performance evaluation, relevant costs and decision making and behavioral management.

Prerequisite(s): HAC112 Introduction to Accounting and
HEC104 Economics Statistics

HAC213 Computerized Accounting Systems
This course provides students with the understanding and skills necessary to operate computer programs and packages, which are commonly used by accountants when providing information for accounting, management and reporting purposes. Topics covered include the design and development for the computerized accounting and internal control systems, the use of commercial accounting packages (MYOB and QuickBooks) and the use of spreadsheets (Excel).

HAC214 Government Accounting
This course emphasizes the general principles of Government finance and accounting systems, including budgetary and management control systems and financial planning procedures, and the Government’s Statement of Development Strategies. Topics covered include the structure of government, economic and fiscal activities, the respective roles of Parliament, Ministers, the Auditor General and the Public Service. It also covers elements of accounting applicable to the public sector, privatization, cash flow fund accounting, accounting for management, budgetary system, cost benefit and cost effectiveness analysis.

HAC311 Advanced Financial Accounting
This course provides for the further study of current issues in financial accounting and reporting, the valuation of interests in business and the preparation of consolidated financial statements. The emphasis will be accounting in companies, the legal (Companies Act 1955) and professional requirements (International accounting Standards 2000) with respect to disclosure and presentation of financial statements, consolidated financial statements and tax effect accounting.

HAC312 Management Accounting
This course will enhance the knowledge that students gained from studying HAC 212: Cost and Management Accounting. This course will concentrate on in-depth analysis of accounting information for decision making. It will encourage the application of analytical analysis and use of formal models to assist managers in decision making and control activities.

Prerequisite(s): HAC212 Costs and Management Accounting

HAC313 Accounting Theory
This course provides an objective, theoretical and professional view of issues in accounting theory. Topics include the evaluation and development of the conceptual framework, critiques of accounting issues such as the Historical Cost and Positive Accounting, and discussion of alternative theories. Other accounting specific issues involving the recognition and definition of assets, liabilities and equity will also be included in this course. The main strength of this course is the approach taken in explaining and discussing the alternative theories and perspectives in accounting.

HAC314 Auditing
This course is primarily concerned with the external audit of corporate financial statements. The course corresponds with audit methodology used in practice and integrates with International Auditing Standards. The main stages of the audit process are addressed including planning, gathering and evaluating audit evidence and the formation of audit opinions. Also, the course will emphasize on auditors legal responsibilities and ethics and encourage the practical situations of auditing.

HCL354 Taxation Law
This course provides for the study of the principles and practices of both direct and indirect taxation. The objectives of taxation and the taxation structure in Samoa will form an integral part of this course. Topics covered include, income tax for individuals and companies, methods of assessment, rates, indirect taxes including VAGST, Customs and Excise duties, taxation as a factor in business decision making, tax avoidance and penalties. Where possible, international taxation laws that affect Samoan business will also be introduced.
